I found this small write-up in my archives:
Governor - Once you remove the cover plate you have to remove the right (output gear). Beneath it is a bearing race that needs to be pulled using an internal bearing puller. If you don't have one, you can use a two jaw puller with the ears reversed and use the pinion shaft as a place for the puller screw. If this sounds confusing, don't attempt the job! If you do get the bearing race out, extracting the governor as an assembly is the easy part. I would not recommend taking the governor apart unless you are confident of your mechanical ability and/or have good reference diagrams. It is not necessary to disassemble to replace the seals. There are two rubber and one steel seal. BE VERY CAREFUL not to damage any of them when installing. After putting the rubber seals on, let them relax in their grooves in the governor body for at least 1/2 hour. It is tricky to reinstall the assembly without damaging the seals. Use a SMALL amount of Vasoline and wiggle the assembly back and forth as you are seating it. STOP if any noticeable resistance is felt. Once the governor is reseated, use a soft faced (preferably dead blow) hammer to re seat the bearing race. Do no forget to put the bearing shim in before reinstalling the gear/bearing assembly.
ALSO: since you found the way to the townsend site I am confident you picked up the write-up there, it's a scan from the shop manual. For parts you would also need a new cover seal, as well as a new stake-type bolt, as your '93 will no doubt be equipped with one already and these are single-use items. kinda hard to get off and on, due to enormous high torque values. Have a good torque wrench ready and preferably assistance to hold it unto the bolt as the bolthead is rather thin.
